Loads a web page or local HTML file from a URL into an HTMLView control.
Takes htmlViewID (Int) and url (String).
Returns nothing.

Not available: an HTML view can't be shown inside the GUI canvas. The function does nothing (returning 0 or "") and says so once in the browser console. See BGI on the web.
